This was the ideology of the George H.W. Bush administration, the George W. Bush campaign in 2000, and the self-professed attachment of its major foreign policy figures. Condoleezza Rice openly embraced ‘‘realism’’ in 2000 and complained of the Clinton administration’s ‘‘overly broad definition of the national interest,’’ in which ‘‘the Fnational interest_ is replaced with Fhumanitarian interests._’’ The Democrats believed in an ‘‘illusory international community.’’ The Republicans would restore a more selfish definition of the national interest, it was implied. In this foreign policy context of limited threat, the central foreign policy plank of the Republican platform was to end the Clinton administration’s fixation with nation building in places in which U.S. vital interests were not involved. Rice wrote that ‘‘there is nothing wrong with doing something that benefits all humanity, but that is, in a sense, a secondorder effect

كما تبنت كونداليزا رايس "الواقعية" بشكل علني في عام 2000م وأدَعت أن إدارة كلينتون توسعت كثيرًا في تعريف المصالح الوطنية the Fnational interest
التي استُبدلت بـ Fhumanitarian interests
كما أن الديموقراطيين يؤمنون بـ"وهمية المجتمع الدولي ولكن الجمهوريين سيستعيدون أكثر تعريف للأنانية للمصالح الوطنية التي كانت ضمنية.
فمركز السياسة الخارجية الخالية من منصة الجمهورية قاربت على إنهاء إصلاح إدارة كلينتون مع بناء الأمة في الأماكن التي لا تتضمن المصالح الحيوية ,والسياسة الخارجية في هذا السياق ذات تهديد محدودة
وكتبت رايس "ليس هناك خطأ بما يفعله البعض لمصلحة الإنسانية وبالرغم من ذلك فإن تلك المساعدات لها تأثيرات ثانوية.
